Topic 03
Protocol
Written requests refused, certified letters returned, and why an official receipt matters.
A protocol is the receipt an institution gives when it accepts a document: a number, a date, a stamp. It is small, and it is everything. With it, a request has a life inside the system and a deadline attached to it. Without it, the request is only a memory.
This topic records occasions when written requests were declined at the counter, when certified letters came back undelivered, and when a protocol number was promised but never produced.
The educational point is simple and useful to anyone: always ask for the protocol, keep the tracking receipt, and photograph what you hand over. A record refused by an institution can still be kept by a citizen.
