Topic 06
Pattern
A timeline across institutions showing repetition. This is not a claim that anyone acted in coordination.
One refusal is an incident. The same refusal in different buildings, by different offices, in different months, is a pattern worth describing. Describing a pattern is not the same as alleging a conspiracy, and nothing here should be read that way.
This topic places events on a single timeline so that repetition becomes visible: the same request, the same answer, the same missing receipt.
Patterns are what make a personal experience useful to others. They point at procedures and training rather than at individuals, and procedures can be corrected.
