What this record is, who keeps it, and why.
This is a documented personal record kept by one man about his own experience seeking medical care and public assistance in Brazil. It is educational in purpose. It is not a campaign, not a political project, and not an attack on the idea of universal healthcare.
The record exists because written requests were refused. When a citizen asks an institution to put a decision in writing and the institution declines, the citizen is left with only one option: to keep the record himself, carefully, with dates and documents.
Every topic in this series describes institutions, dates and events. No individual staff member is named at this level. Readers who need the underlying files can apply for access as educators, journalists or justice professionals.
